In the installer, you are also given the option to automatically set the game's language to English after the pack is installed on your system you can also set the language of your game by passing the -ui parameter to RA3.exe and pressing the "Set Language" button on the UI that pops up. After it loads, follow the prompts to install the language pack. Run the installer as Administrator and wait for it to load. Choose one of your languages and then select Options from the list.
Once the launcher has restarted, click the Red Alert 3 button. In the drop down menu, click on the game (s) that you want to play online. Once the launcher has been installed, run it then hook your chosen game. The files contained in this installer are for the English language pack for C&C: Red Alert 3. You can find the Region & Language option in Start > Settings > Time & Language. Download and install the C&C Online Launcher from here.
